REPORTS TO: Executive Director
JOB CLASSIFICATION: Full-time, exempt
SUMMARY
Provides traditional accounting function for the organization, including preparation of monthly financial statements, quarterly financial reports and cash management, preparation of the annual operating budget and accompanying documentation for presentation to the Board of Directors and the Cable Office of Montgomery County Government. Works closely with the Executive Director and also with the Budget & Finance and Audit committees.
We are looking for someone that thinks outside the box and a great problem solver. Must have excellent working knowledge of GAAP and Nonprofit Accounting.
JOB DUTIES
- Traditional accounting function - sets company accounting policy in terms of procedures and information flow; supervises Accounting Department; serves as company contact for Budget & Finance and Audit committees.
- Develops and maintains web features to convey and promote multimedia packages; user-generated content; live video webcasts; text, photos, comments, graphics; information widgets, newsletter and community tools.
- Monthly financial statements - provides initial review and adjustments to monthly trial balance; prints and issues financial statements. Meets monthly with the Budget & Finance committee.
- Periodic financial reports - interprets monthly financial statements and prepares quarterly report of expenditures; prepares monthly billings for County Service Contracts; prepares quarterly report of expenditures to be included in Executive Director's quarterly report; prepares annual reports as they are required by County government.
- Prepares and implements - contract guidelines and costing for county contracts. Administers contracts as adopted by MCT.
- Manage Cash FlowCash - prepares weekly projection of cash flow and cash needs for Executive Director; monitors various investment accounts to achieve maximum interest earning.
- Supervision of Accounting Department - provides guidance and direction to staff of one to three accountants/bookkeepers; perform annual employee review.
- Budgeting - Develops the annual operating budget for submission to the Board and County government; Administers approved budgets.
- Spreadsheet analysis - develops and maintains spreadsheet analysis of various fiscal information including cash flow, monthly expenditures, and budget.
- Computer software support - provides general software information and support for Accounting network.
- Performs various other duties as specified by the Executive Director.

QUALIFICATIONS
- CPA desired with 5 – 7 years experience.
- Investment experience required.
- Experience using Solomon / Great Plains accounting software, MS Office, FAS.
- Ability to work independently on a number of different projects simultaneously, reprioritizing as needed.
Experience working at all levels to communicate financial information verbally and in writing to all stakeholders.

HOURS: Full time schedule with varying work hours. Some evening and weekend hours will be required.

SUMMARY
This position acts as a webmaster and provides both editorial management and technical administration decision-making, to site-design, site-maintenance and site security activities for MCM interactive platforms. The successful candidate will have a solid knowledge of web development and optimization, design, mobile devices, and social media networks. This position builds effective working relationships with management, content creators, non-technical co-workers, clients, vendors and organizations and residents of Montgomery County. Special collaborative team efforts with MCM editorial staff will define intersection of citizen journalism, design and social media technology. Will be responsible for visualizing content in compelling ways, and write clean and efficient code. Develops, expands and manages current website designs; lead interactive projects and enhancements; establishes interactive and broadband protocols and procedures; leads and trains interactive staff and community contributors. The position must combine an array of new media aggregation and curation strategies, Wordpress 3.x CMS code-writing and site administration skills, as well as traditional video production skills. The position is responsible for financial budgeting, tracking and reporting online services activity; contract administration; project management, staff and outside contributor coaching and training.
JOB DUTIES
- Sets vision and direction for optimizing MCM websites and interactive digital platform touch points, supervises interactive F.T.E. and P.T. staff and freelancers; supports MCM “access mission” and community engagement efforts; synchronizes interactive activities across in-house departments and outside contributors and partners.
- Performs daily site administration, taxonomy and web editor functions involving design, testing and implementation of Wordpress plug-ins, shortcodes, widgets and themes; PHP; XHTML; CSS, MySQL, J-Query, Dreamweaver, Fireworks, Final Cut Studio 3; BBEdit; Adobe Suite; JavaScript; Photoshop, Illustrator; develops code and supporting efforts for mobile applications.
- Develops and maintains web features to convey and promote multimedia packages; user-generated content; live video webcasts; text, photos, comments, graphics; information widgets, newsletter and community tools.
- Collaborates with digital options and solutions for fund-raising, corporate communications and editorial managers to develop project plans and custom digital products.
- Determines effective strategies to engage target County resident populations and end-users, though tagging, SEO performance and social media engineering and integration: Face book, Twitter, Linked-in, and YouTube.
- Responsible for interactive platform data reporting, providing real-time, daily and monthly traffic analysis and trends to inform efforts by MCM and its digital partners.
- Manages and supports relationships with content and syndication partners, both internal and external; collaborates on digital distribution strategies including RSS feeders, blogger outreach, mobile, tablet, etc.
- Ensures that interactive deliverables are achieved, and work is done to standards and that schedules are met for the content aggregation and curation process, resulting in continuous improvement of quality of MCM websites.
- Serves as primary interactive digital media contact for all MCM and PEG collaborative activities.
- Responsible for creating graphics, templates, code libraries, widgets to support data-driven and traditional journalistic storytelling.
- Manages MCM vendors and partner relationships; video hosting; web hosting; Constant Contact; DoubleClick; Google Ads; DonorPerfect; PayPal; and social networks.
- Acts in collaborative manner, across all departments within MCM. Works with broadcast producers to create original video content, including live daily video webcasts.
- Preparation of job descriptions, recruiting, training and managing staff, conducting performance evaluations, and creating work schedules to accommodate department and company needs, as it concerns full time and part time employees, contractual labor and consultants.
- Position Reporting: Communicate directly with the Content Director and other staff to discuss and guide successful outcomes of company-wide activities to further the mission and earned revenue income of the organization. Responsible for weekly, monthly, quarterly reporting of department benchmarks, activities, and for fund-raising proposals to Executive Director, Content Director, MCT Board of Directors and County Government, in the form of written reports, documents and presentations. Performs additional duties assigned by supervisor.
- Direct reports: This position directly manages interactive coordinator position and various types of bloggers, contributors, outside freelancers and contractors.
PREFERRED QUALIFICATIONS
- Management of community news and information websites, journalistic background is a plus.
- Television production experience, knowledge of video post production software and techniques.
- Demonstration of a progression of personal development of management/ leadership assignments.
- Familiarity with Granicus, FACIL Synergy Systems, Blip.tv and YouTube technologies a plus.
MINIMUM QUALIFICATIONS
- Candidates must have BS or BA, preferably in technology fields, Journalism, Television/Multimedia Production, or Liberal Arts, or equivalent experience as well as at least 3 years experience working on a media website, preferably news or public affairs related.
- Must have demonstrated experience in social media networking, optimization and online community building; using tools and strategies for seeding conversations and engaging end users.
- Must have demonstrated technical proficiency and experience in site taxonomy, keywords and tagging; web design and development, testing and implementation of the Wordpress 3.x content management system; Wordpress plug-ins, short codes, widgets and themes; PHP; XHTML; CSS, MySQL, J-Query, Dreamweaver, Fireworks, Final Cut Studio 3; BBEdit; Adobe Suite; JavaScript; Photoshop, Illustrator; develops code and supporting efforts for mobile applications.
- Ability to work on deadline and under pressure on multiple projects; excellent oral and written communication skills
- Demonstrated experience in project management, vendor bidding and management of staff members, volunteers and freelancers.
